Is this a type of rash?

So I woke up this morning and my face was all itchy, so I shave and there's like a whole lot of little white head looking things, though they are not pimples. And my face is red all around my chin down to the sides of my neck. I've never had anything like this before. Like I said it's real itchy and all those little white bumps keep popping up. Any idea on what this can be?
