Whats your point over view about my tattoo ????? read description!?

Okay so im 15 , i want my tattoo as a bday present. The tattoo i want is dedicated to my uncle & other family members & friends that have passed- its a heart with "Love Never Dies" in cursive on the inside. i wanna get it on the back of my neck . My mom says she thinks im too young but maybe , & my dad said im to young too. I just want this one tattoo! they didnt really give me good enough reasons why but that im to young! well what do you think? & my friend does tattoos so as long as my parent signs i can get it doone (:
